The match between the two sides at Bromley in July had been won by Glamorgan by 9 wickets.
Rain prevented the match starting until 1.40pm on the first day.
For the winners Riches scored 71; he added 73 for the 8th wicket with Williams and was last out.
Creber, who bowled unchanged throughout, had match figures of 11 wickets for 99 runs, including 6 for 51 in Kent's first innings and 5 for 48 in their second. For the losers Troughton top-scored with 45 and Weigall made an unbeaten 41.
Freeman had match figures of 10 wickets for 105 runs, including 5 for 42 in Glamorgan's first innings and 5 for 63 in their second.
Preston took 5 wickets for 54 in Glamorgan's first innings.
